Russian President Vladimir Putin called on State Duma deputies to speed up the adoption of a law on the digital economy. This was stated by the head of state during the annual message to the Federal Assembly.
“I am instructing the government to create the most comfortable conditions for private investment in technology start-ups. Aim at their support development institutions. And I ask parliamentarians to pass laws that are of priority for the development of the legal environment for the new digital economy, which will allow us to enter into civil transactions and attract funding using digital technologies. ”
Putin also called for the development of electronic commerce and services related to the trading of digital assets . The President added that all legislation must be adjusted to a new technological reality.
"These laws should not limit the development of advanced industries, but should help their development."
Earlier , the speaker of the Federation Council, Valentina Matvienko, as well as presidential aide Andrei Belousov, demanded to speed up the adoption of laws on digital assets.
It is assumed that the State Duma may consider a draft law regulating the circulation of cryptocurrency and holding an ICO in Russia until the end of the spring session – that is, until July 2019.
