Vladimir Putin ordered the State Duma and the government to pass laws by July 1 to develop the digital economy, including the law on the regulation of digital assets .
A list of instructions on the implementation of the President’s message to the Federal Assembly is published on the Kremlin’s website. In one of the points addressed to the State Duma and the government of the Russian Federation, it says:
“To ensure the adoption in the spring session of 2019: federal laws aimed at the development of the digital economy, including those determining the procedure for conducting civil law transactions in electronic form, as well as regulating digital financial assets and attracting financial resources using digital technologies”.
The deadline for execution of the order is until July 1, 2019, and those responsible are: Prime Minister Dmitry Medvedev and the Speaker of the lower house of parliament Vyacheslav Volodin.
Recall that the bill "On digital financial assets" was submitted to the State Duma on March 20. After the first reading of the document, the concepts of “digital money” and “digital currencies” were replaced with “digital rights”. And this happened despite the position of the Ministry of Finance .
Later , the concepts of “ mining ” and “ cryptocurrency ” were removed from the bill. Against the adoption of the law in this form were made by RAKIB and the Russian Union of Industrialists and Entrepreneurs (RUIE).
In November, the head of the presidential council on codification and improvement of civil legislation, Pavel Krasheninnikov, said that the draft law could be returned to the first reading stage and significantly changed. However, recently the head of the State Duma Committee on Economic Policy, Oleg Nikolaev, said that the law on digital financial assets could be passed in March.
