According to the Assistant to the Russian President and Chairman of the Supervisory Board of the Digital Economy Autonomous Non-Profit Organization Andrey Belousov, State Duma deputies should adopt bills on digital currencies , crowdfunding and smart contracts as a matter of priority.
The official voiced this position during his speech at a meeting devoted to summarizing the work of the organization’s Supervisory Board. The meeting was held last week, special attention was paid to drawing up a list of priority bills on the legalization of digital assets.
The meeting was attended not only by representatives of the government and the presidential administration, but also by the State Duma, the expert community and high-tech companies.
Andrei Belousov stressed :
The top priority bills are those related to the use of digital assets, smart contracts, as well as electronic notaries and crowdfunding. The State Duma should adopt these laws during the autumn session or at the beginning of the spring session in 2019.
The Supervisory Board believes that the acceleration of the legalization of digital assets will help to increase the transparency of the process of raising capital through the initial allocation of tokens and the use of virtual assets.
At the same time, the meeting participants spoke in favor of the quickest introduction of smart contracts into the sphere of document circulation, which will make it possible to increase the efficiency of public services.
Earlier it was reported that the Council for the Codification and Improvement of Civil Legislation under the President of the Russian Federation appealed to the State Duma to amend the bill on digital assets and return it to the first reading stage.
