According to the Russian news agency Interfax, Deputy Finance Minister Alexei Moiseev said that the Facebook Libra cryptocurrency will not be subject to any restrictions.
“No one is going to impose a ban [on Libra]. A large number of companies are asking when, finally, it will be possible to conduct an ICO transparently [the initial offer of coins].
The currency will definitely be regulated, legalized. That is, it can be bought, sold, saved, but can not be used. It is necessary to form a white market. ”
Thus, the Russian government considers Libra as a foreign currency, and therefore, it may be buying, selling and storing the currency, but excluding its use to pay for goods and services. The only option for making payment transactions is the Russian ruble.
Currently in Russia there is no real legislation on cryptocurrency , while attempts are being made to regulate on the basis of rules similar to foreign currencies. In the future, the country plans to develop a clear position on digital currencies.
In the case of Libra Russia became the first country to make clear how things are going to be with the currency of Facebook.
