    The Novosibirsk Institute of Software Systems (NIPS, part of Rostec) presented a roadmap for the development of the blockchain in Russia. The document allows the use of distributed registry technologies in financial activities, industry, transport and public administration, Kommersant reports .

    For example, it is proposed to use the blockchain in all state information systems, including when voting at the municipal level and in controlling budget spending.

    The program NIPS was presented at the conference "Digital Industry of Industrial Russia", which was held on May 23.

    According to the presentation, the implementation of the reform will require an investment of 55-85 billion rubles. At the same time, in the perspective of 5 years, the economic effect of its implementation may reach 1.64 trillion rubles.

    “The development of a distributed registry system will be an effective tool for achieving the development goals of the Russian Federation in terms of realizing the economic and social potential of the technology,” the document says.

    Currently, the majority of industry blockchain solutions in the country are being created using foreign open source platforms. The NIPS expects that by fulfilling the activities of the “roadmap”, the Russian industry-specific platforms and solutions will become “international leaders in the number of connected participants” by 2024.

    Meanwhile, experts warn that the lack of a legislative base may be a critical obstacle for the introduction of the blockchain in the Russian Federation.

    Thus, the head of the Russian association of cryptoindustry and blockchain, Yuri Pripachkin, believes that it is necessary to adopt the relevant bill not in 2021, as proposed in the “road map”, but already in 2019.

    At present, Singapore, Switzerland and China are leaders in the use of the blockchain in the world, and Russia "is not yet among those lagging behind or catching up," said Sergey Shayakhmetov, director of the Sberbank blockchain laboratory.
