    During the live broadcast of Dialogue, Russian Prime Minister Dmitry Medvedev spoke about the regulation of the digital economy, blockchain and the protection of personal data of Internet users.

    According to the head of government, regulation of the digital industry should be carried out through a set of regulatory acts, and not through a single law, and market participants themselves should determine the standards.

    “The industry is developing faster than regulatory regulation,” Medvedev said.

    The Prime Minister also emphasized that “trying to hammer everything into the law is a very little attractive idea”:

    “We like to manipulate terms … Now, let's start in the law to begin to describe the notorious blockchain . If we give some definition now, in a year it will not work. ”

    In addition, Dmitry Medvedev raised the issue of the use of user data by various companies. He said that measures to protect personal data should be developed at the international level, and not at the national level.

    The Minister of Digital Development, Telecommunications and Mass Media of the Russian Federation Konstantin Noskov added that the bill on the protection of personal data, under which the business will be able to work with anonymized data, will be submitted for consideration in the next session.

    Noskov also emphasized that the ministry is developing about 50 bills related to the regulation of the digital industry. All should be submitted by 2024.

    Recall that in August Dmitry Medvedev instructed the Ministry of Finance and the State Duma to adopt a bill on digital assets by November 1.

    It should be noted that the Russian Sberbank has been showing an increased interest in distributed registry technology for a long time. So, back in 2017, the bank completed the first payment transaction in Russia using blockchain technology, and in 2018 it concluded the first over-the-counter repo transaction on the blockchain. In September of this year, Sberbank, using the blockchain, concluded its first deal with the Singapore-based company Trafigura.
