In the Kaliningrad and Kaluga regions, in the Perm region, as well as in Moscow, they will start testing blockchains and cryptocurrencies , Izvestiya reports with reference to the Ministry of Economic Development.
In these four regions, regulatory sandboxes will be created, where innovative technologies will be tested, which so far do not fall under the current legislation in the Russian Federation.
According to Deputy Minister of Economic Development of Russia Savva Shipov, this is about the blockchain, cryptocurrency, as well as neurotechnology, artificial intelligence, quantum technologies, robotics, virtual reality.
He also noted that it is the creation of such “legal sandboxes” that can stimulate and accelerate the creation of regulatory standards for innovative technologies.
According to Kirill Kabanov, a member of the Presidential Council for the Development of Civil Society and Human Rights, the existing legislation really lags behind economic realities, as, for example, in the case of cryptocurrencies.
The task of the sandboxes is to become a platform for creating norms that will be able to adapt the legal environment to the new technological order. At the same time, some say that state regulators are unlikely to soften product requirements only for the reason that it has proved its safety within the sandbox.
According to statements by the press services of selected regions, the Kaluga region is primarily interested in launching projects in the field of big data management, and Kaliningradskaya plans to introduce the blockchain. What the initiative will be doing in Moscow and the Perm Territory is still unknown.
Recall, Russian President Vladimir Putin has set the task that bills regulating cryptocurrency should be adopted before July 1, 2019.
