In Russia, a law has been passed on “protecting” and isolating the Internet for users of the Russian Federation.

The State Duma of the Russian Federation voted in the first reading for the bill that will allow to isolate the Russian segment of the Internet.

334 parliamentarians spoke in favor, 47 did not support the initiative. Interestingly, all factions were against the autonomy of Runet, with the exception of United Russia.

It is known that part of the document will be finalized. They want to change some of its provisions. It is difficult to say how much is required to implement this idea. If the initiator of the bill, Andrei Klishas, initially claimed that he would not need a penny, now he is talking about 20 billion rubles.

“The passport of the Information Security project, which was approved by the government, envisages funding for the measures proposed by the draft law – more than 20 billion, ” said the senator.

At the same time, according to Interfax, more than 1.8 billion rubles have been allocated for the implementation of this bill in the federal budget of the Russian Federation for 2019-2021.

As Medusa found out, both figures are to a certain extent fair.

The amount of 1.8 billion rubles was allocated by the Russian government to "create a center for monitoring and managing a public communication network." This decision was made more than a year ago (long before the bill was introduced) – as part of the “Information Security” plan, approved in December 2017. In general, it was planned to spend 22.3 billion rubles on its implementation from 2018 to 2020.

However, at the time of approval of the plan, the construction cost of the Monitoring Center was planned at the level of 491 million rubles, rather than 1.8 billion.

Thus, the costs that will inevitably entail the adoption of the Klishas draft law are not considered anywhere. In addition, the calculations for traffic monitoring devices, the work of the Monitoring Center and the conduct of disconnect exercises from the international Internet have not yet been presented.

According to the representative of the non-profit organization Digital Economy, which implements the Information Security program, only 2 million rubles are provided for in the project on the initiative of Klishas.

We add that the Accounts Chamber did not rule out that “the implementation of the draft law will lead to an increase in the cost of goods and services on the Russian market, which contains the risk of increased spending by budgets of all levels”. And this is without taking into account 134 billion annual compensations to telecom operators.

As we previously reported, in December, Roskomnadzor proposed a “new technology” to combat prohibited sites and services, for the development of which the Russian authorities allegedly are ready to allocate 20 billion rubles .
