A group of nine public companies formally objected to having their equity listed on the planned tokenized securities venue developed by OKX and Intercontinental Exchange (ICE), according to an official disclosure filed on October 15, 2026.
The resisting issuers include Broadcom, UnitedHealth Group, Verizon Communications, CoreWeave, Cerebras Systems, AppLovin, Applied Digital, Rocket Lab, and Applied Optoelectronics. Neither OKX nor ICE detailed the explicit legal rationale provided by each firm.
This initiative originally emerged when both financial entities submitted an application for 63 assets before the United States Securities and Exchange Commission (SEC). The structure aimed to launch custodial-backed tokens settled through onchain automated market pools.
The corporate pushback followed the conditional innovation exemption framework released by the federal regulator on September 17, 2026. Under those provisions, public firms hold a mandatory 30-day window to opt out before third-party venues commence trading.
Federal mandates stipulate that Tokenized Securities Venues (TSVs) must immediately halt listings whenever a primary issuer submits a written objection. This regulatory safeguard prevents synthetic or custodial distribution without the active consent of listed entities.
The cautious rollout mirrors the regulatory compliance market approach observed across European jurisdictions. However, bridging traditional equity infrastructure with permissionless validation layers continues to trigger substantial operational friction among corporate boards.
Execution latency and valuation concerns
Robin Nordnes, chief executive of Raiku, told Cointelegraph that issuer reluctance does not stem from blockchain ledgering itself. Issuers worry about secondary market pricing distortion once tokens trade on public blockchains where validators sequence transactions.
Nordnes stated that institutional trading desks still cannot quantify latency or block construction distance accurately. Consequently, statutory best-execution standards cannot be guaranteed when trades interact with decentralized automated market pools.
Symbiotic co-founder Misha Putiatin remarked to Cointelegraph that corporations require proven pricing efficiency records before allowing third parties to repackage their equity. He noted that institutional initiatives, such as Depository Trust and Clearing Corporation programs, may supply essential benchmark data.
Opposition to third-party packaging
CoinShares senior research associate Luke Nolan told Cointelegraph that these vetoes do not equal a blanket dismissal of tokenization. Companies object to unauthorized platform sponsorship, reserving the prerogative to deploy native digital shares on venues of their choosing.
Nolan noted that fragmented liquidity pools have historically enabled speculative squeezes and sudden deviations from traditional market closing prices. Corporate treasuries avoid exposing underlying valuations to unmonitored arbitrage imbalances.
Despite issuer resistance, investors shifted 754 million dollars onchain over the trailing 30 days, according to OnchainBenchmark analytics. That activity expanded total tokenized assets and stablecoin supply to 320 billion dollars.
OKX has not responded to requests regarding the status of the remaining listings. The SEC public comment period regarding its innovation exemption order remains open until November 17, 2026.
