With the adoption of bills for the development of the digital economy in the Russian Federation, everything is going "not so smooth." This was announced by State Duma Speaker Vyacheslav Volodin during parliamentary hearings on this issue.

Thus, the deputies have so far adopted only one of the 20 necessary bills for the development of the digital economy. The remaining 19 initiatives have not yet been submitted to the State Duma.

“This topic is not accidentally brought to the State Duma site – we have plans to consider a large block of laws on the digital economy. Not everything goes smoothly, I can say it. There are bills that we had to consider and adopt yesterday, but they are not even in the projects yet. There are bills initiated by deputies, and they have been adopted. This is a good start, but obviously not enough, ”said Volodin.

At the same time, according to the speaker, the priority task is to protect the personal data of Russian citizens, and the task of “imposing technology” is not worth it.

During the hearings, the Deputy Chairman of the Government, Maxim Akimov, also spoke, who declared a high degree of Russian involvement in the digital economy.

“We have the seventh place in the world in terms of the degree of people's involvement in the digital economy. 86% of the Russian population use the Internet every day … Russia has all the prerequisites for embedding into the digital world as a leader, ”Akimov said.

During the hearings, the Minister of Economic Development of the Russian Federation, Maxim Oreshkin, spoke about the key initiatives that the government is engaged in at this stage – a digital signature, a digital profile of a citizen, and a bill to create electronic duplicate paper documents and to permanently store electronic documents.

“Legislation in the digital economy is a qualitatively new entity. Breakthrough technologies are very sensitive to regulatory errors, so the search for a balance of interests is so long and hard. The discussion on the texts of the bills in the open dialogue should be continued, and it is going on in an active form at the sites of the State Duma committees, ”Oreshkin stressed.

The need for early decision-making for the introduction of electronic document management was also announced at Sberbank.

“First of all, it’s about digital signatures. This is a basic law, no digital document can be issued or used without a digital signature, ”said Anna Popova, Vice-President of the Bank.

According to the minister of digital development, communications and mass communications Konstantin Noskov, artificial intelligence (AI) will be another priority area for the introduction of new technologies.

“The special place will be taken by the direction of artificial intelligence. In accordance with the instructions of the President of the Russian Federation, the government has drafted an appropriate national strategy. Of course, we are stimulating the digital transformation of state corporations, ”said Noskov.

He also stressed that in only six years the state intends to allocate more than 280 billion rubles to support high-tech business.

Recall that at the end of May a meeting was held on the development of technologies in the field of artificial intelligence, where Russian President Vladimir Putin said that the development of AI and other technological solutions is one of the priority tasks for the state, since it will determine who “will become the sovereign of the world.”
