
A bill announced by Roskomnadzor on multi-million fines for owners of blocked sites has been submitted to the State Duma of the Russian Federation.
For violation of the requirements for the storage of personal data of Russian users, it is proposed to fine citizens in the amount of from 30 thousand to 50 thousand rubles; officials – from 200 thousand to 500 thousand rubles; legal entity – from 2 to 6 million rubles.
Repeated violation provides for another fine, which will amount to 50 thousand to 100 thousand rubles for citizens; for officials – from 500 thousand to 1 million rubles; for legal entities – from 6 to 18 million rubles.
In addition, the bill provides for an increase in fines for Internet services for a number of other violations.
For search engines, VPN services and other resources that repeatedly refuse to filter prohibited content, a penalty of up to 5 million rubles is provided. Now a one-time penalty for this violation does not exceed 700 thousand rubles.
Also, the penalty for repeated violation of the requirements of the legislation on information technologies by messengers was doubled to 2 million rubles.
According to the head of Roskomnadzor, Alexander Zharov, the bill should become an “effective mechanism of influence” on large IT companies, in particular, Facebook and Twitter.
Recall that the head of the RKN announced this bill a week ago at the St. Petersburg International Economic Forum. Then he said that blocking is an insufficient tool in the fight against violators of Russian legislation.
