
The State Duma adopted in the first reading the bill "On a single federal information resource containing information about the population of the Russian Federation." The document involves the creation of a single database of Russian citizens and individuals living in the country.
The base will include both general information (name, date and place of birth, gender and citizenship, TIN and others), as well as additional ones – for example, education, registration with the tax authorities, marital status, etc.
Data will be transferred to the new system by various government agencies. Information about individuals will be in the system in the form of a record signed by the electronic signature of the authorized body.
The database operator will be the Federal Tax Service (FTS). It should also protect personal data.
If adopted, the law will enter into force on January 1, 2022.
Earlier this year, Russia entered into force the rules for identifying users of instant messengers by phone number and the ban on replenishing electronic wallets in cash.
