
The Special Representative of the President of the Russian Federation for Digital and Technological Development Dmitry Peskov said that there was no ban on the Telegram messenger in the country. He announced this at the Open Innovations forum in Moscow, TASS reports.
“First, Telegram is not banned in Russia. Second, I’m not just using it, but today we have a network that is being built on the basis of more than 150 Russian universities, and it uses Telegram channels for its management, ”said Peskov.
At the same time, the official admitted blocking the IP addresses used by the messenger. In his opinion, it stimulates the development of technological solutions and startups.
“In Russia, the technology of information filtering and bypassing filters has never been developed so quickly as in the story with Telegram. On this blocking story, we have grown a lot of interesting solutions, startups, and research. This may be a little unusual benefit, but it certainly is, ” said the President’s Special Representative.
Recall that Telegram has been formally blocked in the Russian Federation since April 2018 for refusing to provide the FSB with keys for decrypting user messages.
Nevertheless, Roskomnadzor was not able to completely block access to the messenger. In the summer of this year, the head of the department, Alexander Zharov, stated that ILV intends to resolve this issue “strategically”.
In September, media reported that Roskomnadzor provided telecom operators with equipment to block Telegram and other resources prohibited in the Russian Federation.
At the same time, Peskov said last week that Russia is not yet technologically ready to implement the so-called sovereign Runet law , which will enter into force on November 1.
