
The Russian government has changed the rules for the use of satellite communication networks under the jurisdiction of foreign countries, writes RBC.
Now, any satellite traffic – telephone and Internet – will have to pass through the ground gateways located on the territory of the Russian Federation.
In addition, foreign companies will have to obtain work permits from the Federal Security Service, the Federal Security Service and the Ministry of Defense. According to experts, such an agreement can take 12-15 months.
The decree will come into force in six months, writes RBC.
The Ministry of Communications and Mass Media, which was preparing the relevant amendments, believes that the “uncontrolled use of foreign satellite systems” poses a threat to Russia's national security.
At the same time, the head of one of the Russian AltegroSky operators, Sergey Pekhterev, notes that the decree will not affect the physical presence of foreign satellites over the territory of Russia and the ability to receive and transmit signals from them.
"In connection with this, the fulfillment of the target task of strengthening the national security of the country is called into question, " he stressed
Also, according to Pekhterev, the adoption of the resolution will not allow emergency renting of foreign satellites in the event of a sudden Russian refusal – the transfer of subscribers, usually taking up to 10 days, will be delayed for more than a year due to various conciliation procedures. However, the Ministry of Communications and Mass Media stated that this period will not exceed “23 days with further documentary evidence for no more than 84 days”.
“In general, the adopted document will lead to extremely grave consequences for Russian telecom operators,” Sergei Pekhterev said.
It should be added that the document will not affect the launch of the first satellites of the global OneWeb system on the Russian Soyuz rocket, scheduled for February 28.
Earlier, Prime Minister Dmitry Medvedev signed a decree on the establishment of the Center for Monitoring and Management of a Public Communication Network, the creation of which was provided for by the draft law “On the sovereign Internet” .
