Roskomnadzor has begun to install equipment with a deep traffic filtering (DPI) on the networks of major cellular operators to implement the so-called Runet isolation law. Testing of the equipment will begin in late September and end in mid-October, head of the rocket launcher, Alexander Zharov, told TASS.

He also added that the test will be conducted "in one of the regions of the Russian Federation." Earlier in September, Reuters , citing sources in telecommunications companies, reported that the tests will be held in Tyumen on real users.

“We will test the equipment, as we always said, carefully, that is, we will first conduct a technical check: it affects the traffic, does not affect the traffic, whether all the services work successfully. And then we’ll test it in combat mode, ”said Alexander Zharov.

The new equipment is a hardware-software complex of the Russian manufacturer RDP.ru, 15% of which is owned by the state. During the experiments held in March, it was recognized as the most effective.

“Now an experiment with two more manufacturers is ongoing at the stand. It’s just that the requirements that were presented to the equipment, not all manufacturers managed to fulfill at that time. Now two more are coming to an experiment at the stand. And I welcome this, because truth is born in competition, ”Zharov added.

According to ILV representatives, DPI equipment “will make it possible to block resources not only by IP and domains, but also by protocols.”

At the same time, the Telegram-channel Telecom-Review expressed doubt about the legality of Roskomnadzor’s actions:

“But what about the letter of the law? Adoption of by-laws (only 4 out of 28 acts have been adopted on the current day), procurement of equipment, certification of equipment (use of non-certified means of communication entails the imposition of an administrative fine)? ”

Not sure of the success of the experiment and the author of the Telegram channel ZaTelecom , which publishes insights related to the field.

“Something tells me that it will not work. Causes:

a) In RTK, everything through w *** is always and everywhere (and this, by the way, is their competitive advantage, because if everyone did it “according to the rules”, they would have long been bent).
b) Of all the DPIs that are currently on the market, the RPD is the most miserable.
c) While implemented – the cart has already changed the protocol. And it will change more than once. But DPI, I remind you, has rules.

Recall, the so-called Runet isolation law, which is designed to ensure stable operation of the Russian Internet segment in the event of disconnection from the global network or coordinated attacks, was signed by the President of the Russian Federation on May 1.

At the end of the same month, the Russian mobile operator MTS began testing DPI equipment.

Certain provisions of the law will enter into force on November 1, 2019. Full implementation of the provisions of the document is postponed until 2021. At least 30 billion rubles will be allocated from the state budget for the implementation of the law.

A number of experts said that the isolation of Runet can slow down the speed of Internet connection by 625 times .
