Opinion: Rosgosblokcheyn is some kind of oxymoron

During a discussion on blockchain at the Open Innovations forum in Skolkovo, representatives of business and other relevant organizations discussed the current state of technology, its significance for society, and also possible ways of its development.

So, the president of the Federation of Intellectual Property Sergey Matveev emphasized that the blockchain technology is “absolutely social” and this is its main significance.

“Blockchain is not an IT story. Although it [digital technology] is digital, in essence it is absolutely social … When the market changes, there is a task to move from distrust to trust. Blockchain deprives everyone of the opportunity to earn money on dishonesty, ” said Matveev.

The head of the Gazprom Neft blockchain technology center, Alexander Kalmykov, called the presence of a large number of participants “the main sign of the need for the blockchain”.

He also noted that, first of all, standardization is necessary for the development and implementation of distributed registry technology.

Sergey Shayakhmetov, director of development of the Sberbank blockchain laboratory, emphasized the importance of the emergence of industry consortia. He said that the bank is ready to contribute to the implementation of the blockchain, however, it awaits the manifestation of activity from interested parties.

“We are waiting for the initiative from directly industry participants. Because usually in Russia everything descends from above, but Rosgosblokchain is some kind of oxymoron, ” said Shayakhmetov.

The event was also attended by the head of blockchain projects of the Department of Information Technologies (DIT) of Moscow Kirill Polyakov. He talked about ongoing pilot projects.

According to him, initially DIT identified about 170 different projects for potential implementation of the technology, of which 15 passed the final selection.

One of such initiatives was the sensational election to the Moscow City Duma, during which a blockchain-based system was used .
