ANO Digital Economy, which implements the national program of the same name, proposed banning foreign companies that have no legal representation in Russia from using data from Russians. According to RBC, the initiative was included in the concept of data regulation, directed by the head of the Skolkovo Foundation Igor Drozdov.

The document deprives "foreign companies that do not comply with the requirements of Russian legislation from a privileged position in relation to Russian companies that comply with these requirements."

We are talking about, for example, large companies like Facebook, Twitter and Instagram, organizers of information dissemination not registered in the Russian registry and, accordingly, not complying with the requirements of the Russian legislation on the storage of personal data of Russians.

In this regard, in January 2019, Roskomnadzor had already opened administrative cases on Twitter and Facebook.

According to the President of the Association of Big Data Market Participants and a member of the Board of Directors of MegaFon Anna Serebryanikova, now the “working version of the concept” is being discussed by the experts of the association.

Earlier in April, BlockchainJournal reported that Russia may prohibit the use of foreign cryptographic tools to encrypt Internet traffic. The initiative was the State Duma Committee on Information Policy.
