
Russia must protect national interests when the Internet penetrates into various fields. This was stated by the head of Roskomnadzor Alexander Zharov at a global conference on Internet governance in China, TASS reports.
“It is necessary to ensure that all market participants and all citizens comply with local national laws. The state should have various instruments of influence on violators, primarily economic ones. We have the necessary tools for regulation , ”he stressed.
At the same time, Zharov noted that “uniform rules of the game in the field of Internet governance” should be developed at the international level.
Among the main threats to the Internet, the head of the ILV called cybercrime, data breaches, abuse of monopoly position in various markets, cyber espionage, aggressive marketing, manipulation of public opinion, distribution of destructive content and others.
Zharov did not rule out the creation of special structures for regulating the Internet, although he noted that so far this has been the subject of discussion.
He also emphasized that blocking is an insufficient measure of restraint for violators:
“If we talked a few years ago that violators should be blocked, now, it seems to me, there is a more civilized and effective method when they are punished with the“ economic ruble ”- this way we ensure that they comply with local laws.”
Recall that the bill on multi-million fines for owners of blocked sites was submitted to the State Duma of the Russian Federation in the summer.
