
The Moscow Department of Information Technology (DIT) through an open tender is looking for a contractor to create a technological platform for distributed registries (databases). According to the Russian government procurement website, the initial contract price is 56.9 million rubles.
The application states that within 60 days from the date of conclusion of the state contract, the contractor will have to develop a blockchain solution for the automation of electronic services of the Moscow City Hall. In particular, we are talking about transferring to the blockchain services for issuing certificates from home books and providing trading places at weekend fairs.
“The task of the developer is to present the mayor's office with an algorithm for distributing retail spaces by specialization in vegetables and fruits. At the same time, the platform should allocate places from the allocated limit, first of all, among individual applicants, and then among individual entrepreneurs and companies, ”the statement of work is being specified.
In addition, developers should provide for the possibility of combining the platform with blockchain networks of the Moscow government, as well as the introduction of the blockchain in personal data management services and in the Active Citizen project.
According to the representatives of DIT, the blockchain should ensure "transparency of the mechanisms for the provision of electronic services and services" and reduce costs.
Recall that in October 2018, the Central Election Commission of the Russian Federation approved the introduction of blockchain technology in election processes. This year, on a single voting day, September 8, the mayor's office will conduct an experiment on remote Internet voting in elections to the Moscow City Duma using blockchain in three constituencies.
The department of information technologies of the Moscow City Hall is also involved in the creation of an electronic voting system.
