    The draft law “On safe and stable work of the Runet” was approved by the Federation Council

    The senators approved Law No. 608767-7 “On the Safe and Sustainable Work of the Runet”, introduced to the State Duma at the end of 2018 by members of the Federation Council Andrei Klishas and Lyudmila Bokova, as well as deputy Andrei Lugovoy.

    The document was developed as a response to possible malicious actions from abroad, including cyber attacks and Russia's disconnection from the World Wide Web.

    The bill was passed by a majority vote :

    • 151 pros,
    • 4 "against"
    • 1 senator abstained.

    Now the document is waiting for the signature of the president

    The law provides for the creation within Russia of points for traffic exchange, which are controlled by the state. In case of external threats, all foreign traffic will be blocked, and Russian computer systems will be able to work autonomously.

    The equipment that telecom operators will install will also reliably restrict access to resources prohibited in Russia, including Telegram.

    The main part of the law will come into force on November 1, 2019, and individual provisions (on the national domain name system and the mandatory use of Russian cryptography by government agencies and information systems) from January 1, 2021.
