    Roskomnadzor proposes to charge millions from the owners of blocked sites

    Until the end of July, a draft law may be submitted to the State Duma of the Russian Federation, which will revise the system of penalties for Internet resources that violate Russian law. This was announced by the head of Roskomnadzor Alexander Zharov during the International Economic Forum in St. Petersburg, writes RBC.

    Zharov believes that blocking websites is an insufficient tool in the fight against violators.

    “Now the majority of laws say that either the company meets the requirements of the law, or it should be blocked. It’s impossible to have one tool, ”he said.

    The new bill provides for the introduction of multi-million dollar fines.

    “I think that for Facebook, Twitter, Google, even millions, tens of millions of rubles is not very scary. The fact that a company has violated the law and public information about fines results in the fact that stock prices begin to fluctuate. This worries shareholders.

    Large fines are the tool that Roskomnadzor should have before the moment the most formidable tool is turned on – restricting access to a resource, ” Alexander Zharov is convinced.

    Separately, he mentioned the law on the localization of databases of Russian users in the Russian Federation, which is not yet complied with the major social networks Facebook and Twitter. Previously, both companies have already been fined 3,000 rubles. The head of the RKN recalled that with further non-compliance with the law, after nine months, these social networks may be blocked.

    Earlier, Zharov said his department was preparing a new tool for blocking Telegram messenger, since blocking IP addresses was ineffective.
