    Prime Minister Dmitry Medvedev instructed the Ministry of Finance and the State Duma to adopt the draft law “On digital financial assets” before November 1, 2019, which follows from the minutes of the meeting with the Prime Minister.

    The minutes of the meeting said :

    “The Ministry of Finance of Russia (A. Siluanov), together with the State Duma, to ensure the adoption of federal law No. 419059-7“ On digital financial assets ”. Deadline – November 1, 2019. "

    Anatoly Aksakov, who was present at the meeting with the Prime Minister, the head of the Duma Committee on the Financial Market, confirmed that such an order had indeed been given to the Ministry of Finance and the State Duma.

    He explained :

    "It was announced that before November 1, we need to adopt and legally resolve this issue, respectively, now there will be a more active conciliation procedure."

    Thus, in the adoption of the bill, another delay arose: Aksakov earlier called the deadline for October 1 .

    The deputy said that the bill is ready, and clarified :

    “There was a fork in the road, will we legalize cryptocurrency in this law or ban work in Russia with open blockchain infrastructure, that is, bitcoins and other cryptocurrencies, or activity using cryptocurrency will be allowed, but only under the supervision of the Central Bank.”

    The press service of the Ministry of Finance also confirmed that the ministry received such an order:

    "The Ministry of Finance of Russia participates in this matter in order to ensure the speedy adoption of the bill."

    The Finance Ministry added that the “bill“ On digital and financial assets ”is being worked out at the State Duma site.

    Recall: July 16, Deputy Finance Minister Alexei Moiseev said that the bill on digital financial assets was “stuck” because the issue of using cryptocurrency in the Russian Federation had become “an ideological dead end — a problem whose solutions have not yet been found.” According to him, different options are offered: from a total ban on cryptocurrency turnover to the possibility of buying and selling as foreign currency without the possibility of calculation.

    The same Moses said earlier that the use of cryptocurrency as a means of payment for goods, works and services in the near future will be banned in Russia, since "the ruble is our national currency and all calculations must be made in rubles."
