
Roskomnadzor was refused by the majority of VPN services that are required to connect to the site blocking system. In addition, the owners of anonymizers decided to transfer their servers from the territory of the Russian Federation, writes RosKomSvoboda.
VPN service response received notification from RKN:

- VyprVPN – failure
- OpenVPN – failure
- NordVPN – failure + removed server from RF
- VPN Unlimited – failure
- IPVanish – failure + removed server from RF
- Kaspersky Secure Connection – Consent
- Hide My Ass! – no reaction
- Hola VPN – no reaction
- ExpressVPN – no response
The reaction of the VPN services that declared their position before receiving notifications from the RKN:
- ProtonVPN – failure
- Private Internet Access – failure
- TrustZone – failure + remove servers from RF
- Windscribe – failure
- Ivacy VPN – failure
- TgVPN – failure, servers in the Russian Federation basically do not have
Thus, 12 anonymizers refused to cooperate on blocking sites, three think, one agrees.
“Now Roskomnadzor has to make a decision on blocking“ otkazniks ”and“ silencers ”, but how it will happen is still not completely clear, ” noted RosKomSvoboda.
Currently, operators of Yandex, Sputnik, Mail.ru, Rambler search engines are connected to the Federal State Information System (FGIS). At the beginning of this year, Google paid 500 thousand rubles a fine for failure to comply with the requirements for connecting to FGIS. Roskomnadzor claims that after this, Google allegedly “began filtering search results according to the registry,” but there is no confirmation of this.
Recall, the law “On Information, Information Technologies and Information Protection” defines the responsibilities for the owners of VPN-services, anonymizers and operators of search engines. Such duties include restricting access to Internet resources prohibited in Russia.
At the end of March, Roskomnadzor demanded from owners of 10 large VPN services to connect to the state information system within 30 days. Otherwise, the agency threatened to block services.
