The main threats to the blockchain introduction in the Russian Federation have been identified: the Rostec and Waves

The blockchain development roadmap in Russia, developed by the Novosibirsk Institute of Software Systems (NIPS) and the Waves team as part of the state program “Digital Economy”, appeared in an open access in one of the Telegram channels. As the author of the channel points out, the “secret document” could be “merged due to an oversight,” since the link to it was allegedly discovered via the Pastebin web application. The document is available to the editors of BlockchainJournal.

The 400-page roadmap contains an analysis of the technological proposals of the distributed registry technology, tells about the level of readiness of each of the blockchain's subtechnologies (data synchronization, consensus, creation of smart contracts and DApps), explores global experience in creating blockchain solutions with a focus on critical elements and also assesses the risks associated with the introduction of technology into the economy of the Russian Federation.

Let us dwell on the last paragraph. Considered risks are divided into three categories: legal / political, economic and social.

First of all, the authors of the roadmap point to a legal risk related to the imperfection and lack of preparation of the regulatory framework. Separately, the insecurity of digital property and the lack of institutional procedures for the development and implementation of technology were noted.

The second most important is the risk of strengthening foreign policy sanctions for the Russian Federation, potentially leading to restrictions on access to foreign industry solutions and equipment necessary for them, as well as to the refusal of foreign partners to cooperate.

To reduce this risk, it is proposed to conclude agreements with the countries of the EAEU, BRICS, SCO and other economic partners of the Russian Federation.

Among the economic risks, the NIPS specialists cite a high level of uncertainty in terms of the economic efficiency of the blockchain compared to centralized solutions.

“Due to the lack of successful examples of introducing technology into various industries with a proven economic effect, potential customers face the risk of not being able to reasonably predict the effects of technology, which significantly limits the introduction of technology, ” the document says.

The authors are also concerned about the possible unauthorized use of other people's data and the growth of cybercrime , including the use of critical vulnerabilities to unauthorized changes in the conditions of a smart contract.

“It is necessary to raise awareness among employees about cybercrime through refresher courses. The development of "baits" is also needed to attract cyber attacks on non-core systems of the company. The use of “white hackers” to find and eliminate possible security vulnerabilities, ”suggest the NIPS experts.

Speaking about social risks, the authors of the roadmap mention technological unemployment , calling it however a short-term phenomenon. To solve this problem, it is proposed to provide professional training through the launch of bachelor and master programs for the study of the blockchain.

Another obstacle to the widespread use of DLT technology can be the resistance of society to innovation and its negative attitude towards digital technology .

“The transfer of control over large amounts of data and the full automation of transactions can cause a negative attitude of society towards technology. The public is faced with an open question, including from the legal side, the appropriation of guilt for the potential mistakes made by technology decisions. Some legal entities are not ready to use systems that do not allow editing data history, ”the document states.

Nevertheless, the authors of the roadmap expect control over the situation in the face of relevant ministries and organizations, as well as the leading blockchain developers, able to level the negative effect of all the listed global risks.

Recall, according to previously available excerpts from the roadmap, the introduction of distributed registry technology into the state systems of the Russian Federation may require, according to preliminary estimates, up to 85 billion rubles .
