According to Bortnikov, encryption prevents his department from countering terrorism. In particular, the use of cryptography in instant messengers "has universally reduced the effectiveness of operational and technical measures to counter terrorists."
“Cryptography allows terrorists to attract followers on the Internet, conduct training on the tactics of warfare against security forces, as well as sell weapons and transmit false messages about mines, ” he said.
Bortnikov said that in order to solve this problem in Russia, a project concept was created on the “system for depositing encryption keys generated by mobile applications”.
“The implementation of this initiative by the international community will create legal and technological opportunities for obtaining legal access to operatively significant encrypted information transmitted by terrorists from mobile devices, and will allow you to act in a coordinated manner based on uniform legal standards,” the FSB head stressed.
Recall that in April, the State Duma Committee on Information Policy proposed banning the use of foreign cryptographic tools for transmitting Russian Internet traffic.
