State Corporation Rostec has presented a roadmap for the development of the blockchain in Russia as part of the state program "Digital Economy". The Novosibirsk Institute of Software Systems (NIPS) and the Waves team took part in creating the document. According to preliminary estimates, the implementation of distributed registry technology in state systems may require up to 85 billion rubles, Kommersant reports.

Thus, according to the document, the blockchain is proposed to be used in all state information systems, including voting at the municipal level and control over the spending of budget funds.

The authors of the document also identified priority areas for the implementation of distributed registry technologies.

“There were only five of them, but we do not think that they should be limited to them. Now it is financial and insurance activities, transportation and storage, public administration, health care and manufacturing. In fact, all those markets where there is a huge number of counterparties, supply chains, and where their reduction is a priority. Also, a distributed registry can help get rid of the shadow economy, ”said Timur Burunbaev, head of the digital economy project office at Rostec.

It is assumed that the implementation of the blockchain will require from 55 to 85 billion rubles. At the same time, the sources of funding are not mentioned in the document.

Note that such impressive costs, according to NIPS, are justified. It is expected that by 2024 the economic effect from the implementation of the technology will amount to 1.635 trillion rubles.

In the meantime, some experts have already said that for the time being it is rather difficult to assess the consequences for the economy from the implementation of the blockchain implementation plan. In addition, this plan may face a serious obstacle in the form of a lack of legislative regulation of the industry in the Russian Federation.

In addition to potential regulatory problems, other difficulties may also arise in the way of technology implementation.

“One of the main challenges for the implementation of distributed registry systems within the corporate and public sectors is finding the right projects to implement and achieve the effects – economic, social, solving data security problems,” said Rostek’s director for special orders, Vasily Brovko.

Despite this, the NIPS believes in the successful implementation of the roadmap. The authors of the document expect that the implementation of the blockchain will help reduce costs as a result of optimizing business processes, as well as increase public confidence in government processes.

The NIPS believes that by 2024, Russian industry-specific platforms and solutions will become “international leaders in the number of connected participants.” The roadmap states that at the moment most of the industry solutions in Russia are being created with the help of foreign open source platforms such as Hyperledger or Ethereum.

However, the NIPS stressed that this “is not a sign of dependence on foreign solutions,” since access to the source code cannot be restricted for political reasons.

Recall that the Russian company Waves Platform and the Novosibirsk Institute of Software Systems will create the roadmap for the introduction of the blockchain, it became known in April.

It is assumed that the implementation of the declared plan will begin in the third and fourth quarters of 2019.

Earlier, blokcheyn-expert, consultant of the Russian government on issues of the digital economy, Dmitry Kosten, said that the document has several shortcomings and may adversely affect the sovereignty of the country.
