
As part of the e-voting experiment to be held at the elections of deputies of the Moscow City Council of the seventh convocation in the fall, the accounting of ballots will be transferred to the blockchain system. Today, July 11, the system is tested by students of Moscow universities. This was stated by Deputy Head of the Information Technology Department of Moscow Artem Kostyrko, reports TASS.
“The key difference of our e-voting system from all the others is that a person’s voice is not only anonymized, we will also give everyone the opportunity to find their vote, their newsletter in the blockchain network. It looks like some kind of code that will be generated on the browser of the person himself, on his computer, and not on any other system. After that, using this code, it will be possible to check the availability of this newsletter in the system itself, ”said Kostyrko.
He also stressed that in the voting system the voter and ballot registers will be “broken”.
“On election day, only those who understand the blockchain system will be able to understand the loyalty of their votes, and those who vote electronically can immediately see the cipher. We will publish the decryption of the cipher that everyone understands after the end of the voting, ”the official explained.
Now the system is being tested on the platform of the official portal of the mayor of Moscow among almost two thousand students of Moscow universities, who choose the best chairman of the student council in the capital.
“All the functionality that will be in the elections in September, it works today: minimizers, blockchain network, statistics and everything else. This is a test, the very first “appearance in public” of software, there are errors and failures, we monitor them all, watch the reaction of students, ”said Kostyrko.
The next stage of testing will begin from July 15. It is reported that representatives of the IT industry will be attracted to it.
Final testing is scheduled for August. It will be held among the “professionals of the electoral process” – candidates and observers.
Recall that last year the Central Election Commission of Russia approved the introduction of blockchain technology into election processes.
